When they get back what was sent to you they enter it as received. The list that is compiled of those not received are the ones who will get a knock on their door by a census taker. That's how it's done and that's how they know. Though I am leaving this comment, I hope you were joking.
The U.S. Census says the 15% of you have not turned in your census forms yet.
